2 Declarations of interest.
The following declarations of interest were made at the meeting:

(a) Councillor Grimwade - Agenda item 7 (Parking Management Schemes Southend Hospital Area) - Relative lives in the vicinity - Personal;

(b) Councillor Morgan - Agenda item 7 (Parking Management Schemes Southend Hospital Area) - Resident in the area and member of residents' association - Personal.

(c) Councillor D Norman - Agenda item 10 (Traffic Regulation Order Chelmsford Area) - Holder of a Blue Badge - Personal;

(d) Councillor I Robertson - Agenda Item 7 (Parking Management Schemes Southend Hospital Area) - Daughter works at the hospital but has a designated parking bay - Personal.
3 Minutes of the Meeting held on Monday, 21st September, 2009
Resolved:

That the Minutes of the meeting held on Monday, 21 September 2009 be received and confirmed as a correct record.
4 Parking Management Schemes Colchester Area.
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to undertake the formal consultation and advertise the necessary traffic regulation orders and notices required to implement a parking management scheme in the Colchester Road Area.
5 Parking Manangement Schemes Shoebury Station Area.
Resolved:

That the Cabinet Committee be recommended that a parking management scheme in the Shoebury Station area not be progressed but that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise various Traffic Regulation Orders designed to prohibit parking at dangerous areas.
6 Chalkwell Station
Resolved:

That the Cabinet Committee be recommended:

1. That a parking management scheme in the Chalkwell Station area not be progressed but that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the relevant statutory traffic regulation orders and notices required for:

(i) the reduction/removal of any existing waiting restrictions which can be removed without compromising safety or traffic flow to provide additional parking; and
(ii) the prohibition of parking at dangerous areas and the reduction of existing waiting restrictions where possible.

2. That a meeting of the Chalkwell and Leigh Ward Councillors, the Chairman of the Cabinet Committee and Officers be held to identify whether any parts of the scheme can be progressed.
7 Parking Management Schemes Southend Hospital Area
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to undertake the formal consultation and advertise the necessary traffic regulation orders and notices required to implement a parking management scheme in the Southend Hospital Area.
8 Proposed Relocation of Zebra Crossing in Highlands Boulevard, Leigh-on-Sea Outside Belfairs School
Resolved:

That the Cabinet Committee be recommended that a zebra crossing be relocated in Highlands Boulevard 3 metres south of the southern boundary of No. 20 Highlands Boulevard and that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise any other necessary traffic regulation orders and/or notices required to ensure the safe movement of traffic at this location.
9 Various Areas
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant traffic regulation orders for the areas detailed in Appendix 1 to the report with inclusion of the following additional areas:

• Norwich Avenue opposite Pantile Avenue;
• Lancaster Gardens on the bend by the school; and
• Lancaster Gardens with its junction with Lancaster Crescent,

and subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed.
10 Chelmsford Area
Resolved:

That the Cabinet Committee be recommended that the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant Traffic Regulation Orders in the Chelmsford Avenue Area and subject to there being no objections following statutory advertisement, to arrange for the Order to be sealed.

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the outcome of a recent informal consultation on a parking management scheme for the Colchester Road area and which sought Members' approval to recommend to the Cabinet Committee to proceed to the formal consultation stage to implement the scheme.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the outcome of a recent informal consultation on a parking management scheme for the area around Shoebury Station and which sought an appropriate recommendation to the Cabinet Committee.

In response to a request by Councillor Assenheim, the Council's Team Leader - Demand Management undertook to provide a breakdown of the questions asked in the survey.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the outcome of a recent informal consultation on a parking management scheme for the Chalkwell Station area and which sought an appropriate recommendation to the Cabinet Committee.

The Working Party expressed its concern at the conflicting issues for the residents in the various streets in the area which were located in Leigh and Chalkwell Wards.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the outcome of a recent informal consultation on a parking management scheme for the area around Southend Hospital and which sought appropriate recommendation to the Cabinet Committee.
8The Working Party received a report of the Corporate Director that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the proposed relocation of a zebra crossing in Highlands Boulevard, 3m south of the southern boundary of No. 20 Highlands Boulevard and, after having considered those representations, sought appropriate recommendation to the Cabinet Committee.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members approval recommend to the Cabinet Committee to advertise traffic regulation Orders at the various locations detailed at Appendix 1 to the report. A revised Appendix, which included further restrictions at the following locations was tabled at the meeting:

• Norwich Avenue opposite Pantile Avenue;
• Lancaster Gardens on the bend by the school; and
• Lancaster Gardens with its junction with Lancaster Crescent.
10The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the necessary Traffic Regulation Orders be advertised to prohibit parking at junctions by Blue Badge Holders in the Chelmsford Avenue Mosque.
