Apologies for absence were received from Councillor M Stafford (Substitute: Councillor Woodley).

The following declarations of interest were made at the meeting:-

(a) Councillor Grimwade - Agenda Item 4 (Objections to Traffic Regulation Orders Southbourne Grove, Westbourne Grove and Rosary Gardens) - Relative lives in Southbourne Grove - Personal;

3 Minutes of the Meeting held on Monday, 2nd November, 2009
Resolved:

That the Minutes of the meeting held on Monday, 2 November 2010 received and confirmed as a correct record.
4 Objections to Traffic Regulation Orders Southbourne Grove, Westbourne Grove and Rosary Gardens
Resolved:

That the Cabinet Committee be recommended that, subject to the reduction of the proposed restrictions in Rosary Gardens to one side on the east/west section only, the Traffic Regulation Order in Southbourne Grove, Weststbourne Grove and Rosary Gardens be confirmed as advertised.

Reason for Decision
To maintain parking restrictions which have proved successful in deterring all day parking by local workers.

Other Options
Confirm the Order as advertised - While the proposals are designed to resolve all day parking by local workers, it would have an adverse impact on residents in Rosary Gardens.
Do nothing - The problems of all day parking would recur.
5 Objections to Traffic Regulation Orders Prince Avenue Service Road
Resolved:

1. That the Cabinet Committee be recommended that the Traffic Regulation Order be confirmed as advertised.

2. That the Cabinet Committee be requested to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise an additional Traffic Regulation Order extending the restrictions on the south kerbline westwards to a point on the common boundary of 168 Prince Avenue and, subject to there being no objections received following statutory advertisement, to arrange for the Order to be sealed.

Reasons for Decision
To ensure adequate carriageway is maintained to allow for larger vehicles to access properties.

Other Options
Do nothing - not appropriate on the basis that while parking for local shops is desirable this should not be accommodated where parking is likely to be detrimental to traffic flow or safety.
6 Objections to Traffic Regulation Orders Stanley Road
Resolved:

That the Cabinet Committee be recommended that the Traffic Regulation Order be confirmed as advertised.

Reason for Decision
To ensure junctions are clear of parked vehicles allowing access for emergency services.

Other Options
Do Nothing - Not appropriate on the basis that the emergency access must be maintained.
7 Members' Requests for Parking, Crossing, Speed & Road Safety Schemes
Resolved:

That the report be noted.
8 Road Safety Scheme, Thorpe Hall Avenue, Thorpe Bay: Proposed Installation of Zebra Crossings, North of Eastern Esplanade
Resolved:

That the Cabinet Committee be recommended that:

1. The detailed design for the zebras and the associated central pedestrian refuge and carriageway works be progressed.

2. The Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the relevant Notice for the zebra crossings, in conjunction with localised public consultations on the proposals and, should no objections be received, the proposals be implemented.

Reasons for Decision
To improve road safety.

Do Nothing - Not appropriate for safety reasons
9 Road Safety Scheme, Chandlers Way, Southend-on-Sea: Proposed Installation of Zebra Crossings, East of Stock Road
Resolved:

That the Cabinet Committee be recommended that:

1. The detailed design for the zebras and the associated central pedestrian refuge and carriageway works be progressed.

2. The Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the relevant Notice for the zebra crossings, in conjunction with localised public consultations on the proposals and, should no objections be received, the proposals be implemented.

Reasons for Decision
To improve road safety.

Do Nothing - Not appropriate for safety reasons.

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders for Southbourne Grove, Westbourne Grove and Rosary Gardens and, after having considered those representations received, sought appropriate recommendation to the Cabinet Committee. Several of those local residents who had submitted written representations attended the meeting to give their views in person.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders for Prince Avenue Service Road and, after having considered those representations, sought approval to make appropriate recommendation to the Cabinet Committee. Several of those local residents who had submitted written representations attended the meeting to give their views in person.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders for waiting restrictions in Stanley Road and, after having considered those representations, sought appropriate recommendation to the Cabinet Committee.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the progress that had been made with the prioritisation of the Members' Requests together with the details of the new requests that had been received.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the statutory notices for the proposed installation of zebra crossings in Thorpe Hall Avenue, north of its junction with Eastern Esplanade and Thorpe Esplanade be advertised.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the statutory notices for the proposed installation of zebra crossings in Chandlers Way, east of its junction with Stock Road be advertised.
