Apologies for absence were received from Councillors I T Robertson (Substitute: Councillor Hadley), M Stafford (Substitute: Councillor Assenheim) and J L Lamb.
2 Declarations of interest.
The following declarations of interest were made at the meeting:

(a) Councillor Hadley - Agenda Item 5 - Daughter lives in the vicinity of the proposals for Woodside - Personal;

(b) T Row - Agenda Item No. 10 - Lives in the section of road affected by the proposals - Prejudicial (withdrew).
3 Minutes of the Meeting held on Monday, 11th January, 2010
Resolved:

That the Minutes of the meeting held on Monday 11 January 2010 be received and confirmed as a correct record.
4 Objections to Traffic Regulation Orders Various Areas - Shoebury
Resolved:

That Cabinet Committee be recommended to authorise the Corporate Director Enterprise Tourism to confirm the Order as advertised, subject to the following amendments:

(i) Shoebury Avenue - reduce length of waiting restrictions to 5 metres;

(ii) Friars Street/Wallace Street/Terminal Close - reduce lengths of waiting restrictions to 5 metres; and

(iii) Gunners Road - the extent of the restrictions be delegated to the Corporate Director Enterprise, Tourism and the Environment in consultation with the Executive Councillor Planning & Transport.

5 Objections to Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended:

1. That the proposals in respect of Bowman Avenue be deferred pending a response from the Essex Fire Service and that any appropriate decision regarding the traffic regulation order in respect of Bowman Avenue in the light of that response be delegated to the Corporate Director Enterprise, Tourism and the Environment in consultation with the Chairman.

2. That the proposals for Cornec Avenue not be progressed.

3. That the proposed restrictions for all the other sections of the roads included in the draft traffic regulation order as detailed in Appendix 1 of the report of the Corporate Director be confirmed as advertised.

4. That the Corporate Director Enterprise, Tourism and the Environment, be authorised to advertise further traffic regulation orders extending the restrictions in Treelawn Drive and Fostal Close.

Resolved:

7 Objections to Traffic Regulation Orders Warrior Square
Resolved:

That the Cabinet Committee be recommended:

1. That, subject to the following amendments, the Order be confirmed as advertised:

(i) the hours of operation of the loading bay on the north side of Warrior Square adjacent to Chichester Road be reduced to 6.00 p.m. until 11.00 a.m.;

(ii) the hours of operation of the parking bays over the loading bay referred to in (i) above be from 11.00 a.m. until 6.00 p.m.

2. That the scheme be monitored until the improvements to Warrior Square have been completed

8 Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant Notice for the restrictions at the locations detailed in Appendix 1 to the report, together with the proposed restrictions in Southchurch Hall Close and, should no objections be received, the proposals be implemented.

9 Road Safety Scheme Poynings Avenue Southend: Proposed Introduction of Junction Protection
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant Notices for the parking restrictions, in conjunction with localised public consultations on the proposals and should no objections be received following statutory advertisement, the proposals be implemented.

10 Parking on Grassed Verges
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant Notices for the introduction of an Experimental Traffic Order to prevent parking on the grass verges at the following locations:

• the area around Heycroft School;
• the section of Woodgrange Drive between Victoria Road and Liftsan Way;
• Tankerville Drive;
• Flemming Avenue; and
• Kingswood Chase.

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders at various locations within Shoebury and, after having considered those representations received, sought appropriate recommendation to the Cabinet Committee. Several of those local residents who had submitted written representations attended the meeting to give their views in person.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders at various locations within the Borough and, after having considered those representations received, sought appropriate recommendation to the Cabinet Committee. Some of those local residents who had submitted written representations attended the meeting to give their views in person.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation order creating a parking management scheme in the area around Colchester Road and, after having considered those representations received, sought appropriate recommendation to the Cabinet Committee. Some of those local residents who had submitted written representations attended the meeting to give their views in person.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the introduction of a traffic regulation order revoking the loading bays on the north side of the square and to create parking bays over these sections of highway and to provide a loading bay on the south side of the square and, after having considered those representations received, sought appropriate recommendation to the Cabinet Committee. Some of those local residents who had submitted written representations attended the meeting to give their views in person.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the statutory notices for the introduction of traffic regulation orders to prohibit parking at junctions and areas considered inappropriate for parking due to potential safety or traffic flow implications.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee the introduction of junction protection in the form of 24 hour parking restrictions at all junctions in Poynings Avenue, and to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the necessary statutory notices for the relevant traffic regulation order.
10The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise Experimental Traffic Regulation Orders at the locations detailed to prohibit parking on grassed verges in the area around Heycroft School and also the section of Woodgrange Drive between Victoria Road and Liftsan Way.

The Working Party welcomed the proposals and suggested that there were other areas that could benefit from these restrictions.
