Apologies for absence were received from Councillors M Stafford (Substitute: Councillor Woodley) and P A Wexham (Substitute: Councillor Clinkscales).
2 Declarations of interest.
The following declarations of interest were made at the meeting:

(a) Councillor Flewitt - Agenda Item 5 (Traffic Regulation Orders - Requests for New or Amended Restrictions Various Areas) - Has been dealing with residents on matters in Prince Close (Personal);

(b) Councillor Mrs Evans - Agenda Item 5 (Traffic Regulation Orders - Requests for New or Amended Restrictions Various Areas) - Lives in the street affected by the proposals (Personal);

(c) Councillor Hadley - Agenda Item 5 (Traffic Regulation Orders - Requests for New or Amended Restrictions Various Areas) - Lives in the street affected by the proposals (Personal);

3 Minutes of the Meeting held on Monday, 22nd February, 2010
Resolved:

That the Minutes of the Traffic & Parking Working Party held on Monday, 22 February 2010 be received and confirmed as a correct record.
4 Traffic Regulation Orders - Requests to Remove Parking Bays London Road opposite Palace Theatre to provide Taxi Rank
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the necessary notices for the traffic regulation orders required for the scheme and, subject to there being no objections received following the statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

Note: This is an Executive function
Not eligible for call-in as the matter has already been subject to the call-in procedure.

5 Traffic Regulation Orders - Requests for New or Amended Restrictions Various Areas
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant Notice for the restrictions at the locations detailed in Appendix 1 to the report, together with the additional locations circulated at the meeting, and, should no objections be received, to arrange for the orders to be sealed and the proposals be implemented.

6 Traffic Regulation Orders - Alternate Monthly Restrictions Various Areas
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the relevant statutory Notices required in relation to any amendments identified as a result of the review of alternate monthly restrictions at the various locations within the Borough and , should no objections be received, to arrange for the orders to be sealed and the proposals be implemented.

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment concerning a request to remove three limited waiting parking bays and replace them with a taxi rank and which sought Members' approval to recommend to the Cabinet Committee to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the necessary statutory notices.

Whilst concerns were expressed at the possible impact the proposals could have on local businesses, residents etc, the Working Party felt that statutory notices should be published and that any responses received should be used to ascertain their views. It was therefore:

5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the statutory notices for the introduction of traffic regulation orders to prohibit parking at junctions and areas considered inappropriate for parking due to potential safety or traffic flow implications. A list of additional locations was circulated at the meeting.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee a review alternate monthly waiting restrictions be undertaken at the various locations within the Borough and to authorise the Corporate Director to advertise the necessary statutory notices.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the proposed amendment to the Council's Constitution in respect of the terms of reference of the Cabinet Committee and Traffic & Parking Working Party, to authorise the Corporate Director Enterprise, Tourism and the Environment, in consultation with the Executive Councillor for Planning & Transport, to advertise Traffic Regulation Orders without the prior approval of the Cabinet Committee. Any objections resulting from the Notices would be submitted to the Working Party and Cabinet Committee for consideration in the usual way.

Whilst the Working Party was supported the proposals it felt that the relevant Ward Councillors should be informed of any proposals before they are advertised. The Council's Group Manager Support for Enterprise, Tourism and the Environment gave an undertaking that this would be done.
