Resolved:

That the Minutes of the meeting held on Monday, 14 June, 2010 be received and confirmed as a correct record.
4 Objections to Traffic Regulation Orders, Leigh Marshes and Access Road
Resolved:

That the Cabinet Committee be recommended:-

1. That the Traffic Regulation Order be confirmed as advertised; and

2. That a review of the effect of the Traffic Regulation Order be undertaken after one year after its introduction.

That the Cabinet Committee be recommended:-

1. That the detailed design for the raised junction entry treatments and flat top speed tables be progressed.

2. That the Chief Executive and Town Clerk be authorised to advertise the relevant Notices required for the scheme and subject to no objections being received, to arrange for the orders to be sealed and the proposals implemented.

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders to introduce parking charges and prohibit inappropriate parking following the expansion and improvement of the parking facility on Two Tree Island and the Access Road and, after having considered those representations, sought approval to recommend to the Cabinet Committee to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action.

The Working Party discussed the potential impact of the proposals on visitors who use the facilities at different times of the day and considered possible alternative pricing structures throughout the day.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to proceed with the detailed design and to advertise the statutory notices required in respect of a proposal to reduce the vehicle speed limit to 20mph in Henley Crescent and Midhurst Avenue and to install flat top speed tables and junction entry treatments in Midhurst Avenue.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to proceed with the detailed design and to advertise the statutory notices required in respect of a proposal to reduce the vehicle speed limit to 20mph, install speed cushions and junction entry treatments in the Earls Hall area (encompassing Earls Hall Avenue, Mayfield Avenue and Parkstone Drive).
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to proceed with the detailed design and to advertise the statutory notices required in respect of a proposal to introduce one way traffic flows and flat top road humps around West Leigh Infant and Junior School.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to proceed with the detailed design and to advertise the statutory notices required in respect of a proposal to install a zebra crossing in Eastwood Road North, west of its junction with Elmsleigh Drive.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the work programme currently being undertaken by the Traffic Management and Road Safety Team.
10The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the officers' comments in respect of the requests that had been received from Members of the Council.

With reference to request P4 in Appendix 1, the Working Party was informed that subject to the availability of funding further investigations would be made.

With reference to request C5, the Chairman suggested that Councillor Woodley undertake further investigations with the local businesses in the section of the road and, with the assistance of officers, prepare a plan indicating the potential extent of the loss of parking for consideration at a future meeting.
11The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of a petition that had been received via Councillor Garston from residents living near to the town centre regarding parking difficulties.

The Working Party was informed that the area had been programmed for review and consultation with residents later this year.
