Resolved:

That the Minutes of the meeting held on Thursday, 9th September, 2010 be received and confirmed as a correct record.
4 Objections to Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environement to confirm the Traffic Regulation Order, subject to the following amendments so as to reduce its effect:

(i) Bellhouse Lane - 9 a.m. to 6 p.m. daily: No further action;
(ii) Prince Close - 10 a.m. to 3 p.m.: Implement restrictions on one side of the road only, the preferred side of which to be determined following consultation with residents;
(iii) Broomfield Avenue - 11.30 a.m. to 2.30 p.m.: Proposed restrictions be confirmed as advertised with the exception of the section from Eastwood Road North to a point opposite the property at 61 Broomfield and that revised proposals be advertised extending and linking the 24 hour restrictions on the south side;
(iv) Boyce Hill Close and The Ryde - 24 hour parking restrictions: Deferred pending investigation of other measures;
(v) School Way - part time restrictions on one side: Confirm as advertised and additional restrictions be advertised for the other side of the road;
(vi) St Lawrence Gardens - 24 hour parking restrictions at junction to Stock Park access road: Proposed restrictions to be deleted and possible alternative measures be investigated;
(vii) Cornec Avenue/Cornec Chase/Ringwood Drive - 24 hour waiting, loading and unloading: Defer for consultation with emergency services and investigation of possible alternative measures;
(viii) Kathleen Drive - 24 hour restriction: Proceed as advertised and an extension to the restrictions;
(ix) Westborougn Road - Loading Bay: No further action;
(x) St James Avenue - 24 hour restriction one side of road only: Proceed with proposals at its junction with Johnstone Road only;
(xi) Southchurch Hall Close - 24 hour restrictions on junction with Victoria Road: Reduce length of restrictions to back of footway in Southchurch Hall Close;
(xii) Milton Avenue - 24 hour restriction: No further action;
(xiii) Fernbrook Avenue/Brighton Avenue/Oakleigh Avenue - Defer to special meeting of Cabinet Committee pending comments from the fire services regarding the length of restrictions;
(xiv) Colbert Avenue: Defer pending further investigation as to the appropriate extent of the restrictions;
(xv) Hermitage Road/Cossington Road: No further action;
(xvi) Retreat Road: Defer to a special meeting of the Cabinet Committee following further investigation and comments from the fire service.
5 Safer Journeys to School Programme - Prince Avenue Primary Schools and St Michaels Preparatory School
Resolved:

1. That the development and implementation of improvement measures at the two schools be supported.

2. That the Cabinet Committee be recommended to authorise the Corporate Dirtector Enterprise, Tourism and the Environment to publish the statutory notices in respect of the Traffic Regulation Orders and, subject to there are no objections being received following the statutory consultation, to arrange for the Traffic Regulation Orders to be sealed and the proposals implemented.
6 Loading Restriction Proposals - Clarence Road and Alexandra Street
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to arrange for the necessary Notices in respect of the scheme to be published and, subject to there being no objections received following statutory advertisement, to arrange for the Traffic Regulation Order to be sealed.

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders to introduce waiting restrictions in various locations within the Borough and, after having considered those representations, sought approval to recommend to the Cabinet Committee to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action.

A number of those who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that provided an update to Members on the progress of the Safer Journeys to Schools programme and which sought Members' views on the engineering measures that had been identified as being required for implementation at Prince Avenue Primary Schools and St. Michael's Preparatory School. The report also sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprose, Tourism and the Environment be authorised to publish the statutory notices required in respect of the Traffic Regulation Orders and, subject to there are no objections being received following the statutory consultation, to arrange for the Traffic Regulation Orders to be sealed and the proposals implemented. Large scale plans illustrating the proposals were displayed at the meeting.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' views on proposals to implement a traffic regulation order to prohibit loading and unloading at the junctions detailed in Appendix 1 to the report, and to recommend to the Cabinet Committee that the statutory notices be published.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of a petition containing 32 signatories that had been received via Councillor Woodley from residents in Bryant Avenue, Camper Road, Chelsea Avenue, Chester Avenue and Elizabeth Road, requesting that the roads be designated as residents parking only.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of a new policy regarding Residents' Parking Zones that would be be referred to Cabinet for consideration. A copy of the policy was attached to the report as an appendix.
9The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of a new policy regarding the requests for the introduction of Waiting Restrictions that would be be referred to Cabinet for consideration. A copy of the policy was attached to the report as an appendix.
10The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the concerns raised by a Ward Councillor at the possibility of accidents occuring at the Cockethurst roundabout potentially relating to a lack of visibility for vehicles approaching the roundabout from Snakes Lane and not being aware of vehicles approaching the roundabout from Whitehouse Road.
11The Chairman agreed that this matter be considered as an urgent additional item to enable the traffic regulation order to be determined as soon as possible.

The Working Party received an oral report that appraised Members of an objection that had been received in response to the statutory advertisement for a traffic regulation order to introduce junction protection in the form of 24 hour parking restrictions. The objection was on the grounds that the scheme was a waste of money. The Working Party was informed that the scheme was being funded by KeyMed.
