3 Minutes of the Meeting held on Thursday, 28th October, 2010
Resolved:

That the Minutes of the meeting held on Thursday, 28th October 2010 be received and confirmed as a correct record.
4 Hospital Area Parking Management Scheme
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment be authorised to confirm the Traffic Regulation Order as advertised subject to the amendments set out in the Appendix to the report and the following additional amendments:

• Hillborough Road - restrictions to be reduced to single yellow line (limited waiting);
• Prittlewell Chase - bays on the intersections not be progressed;
• Carlingford Drive - the possibility of the restrictions to be reduced to single yellow line (limited waiting) be investigated;
• The possibility of reducing the length of the bus stop in be investigated.
5 Proposed One Way and Speed Table Scheme: Objections to Traffic Regulation Orders - One Way Streets and Flat Top Road Humps around West Leigh Infant Junior School
Resolved:

That the Cabinet Committee be recommended:

1. That the proposals not be progressed, with the exception of the crossing facility in Ronald Hill Grove.

2. That the width of the school gate in Westleigh Avenue be increased.

3. That the pedestrian guardrail in Westleigh Avenue be retained.
6 Objections to Notice - Proposed Zebra Crossing in Eastwood Road North at Coombes Corner, West of Elmsleigh Drive
Resolved:

That the Cabinet Committee be recommended that, subject to the possible relocation of the bus shelter on the south side, the proposed crossing be implemented as advertised.
7 Objections to Notices: Proposed Zebra Crossings in Vicinity of St Michael's Preparatory School, Hadleigh Road and Prince Avenue Primary School, Hornby Avenue
Resolved:

That the Cabinet Committee be recommended that no further action should be taken in respect of the Notices and the proposed crossings not be implemented.
8 Objections to Traffic Regulation Orders - Various Areas
Resolved:

That the Cabinet Committee be recommended:

1. That the Corporate Director Enterprise, Tourism and the Environment be authorised to confirm the traffic regulation order insofar as it relates to Ferndown Close, Eastwood Lane South and Frobisher Way/Mountbatten Drive only.

2. That no further action be taken in respect of the proposals for London Road.
9 Traffic Calming Scheme, Earls Hall Avenue, Westcliff-on-Sea: Proposed Installation of 20mph Zone with Speed Cushions and Raised Junction Entry Treatments
Resolved:

That Cabinet Committee be recommended that no further action be taken in respect of the proposal.
10 Traffic Calming Scheme, Midhurst Avenue & Henley Crescent, Westcliff-on-Sea: Proposed Installation of 20mph Zone with Flat Top Tables and Raised Junction Entry Treatments
Resolved:

That Cabinet Committee be recommended that no further action be taken in respect of the proposal.
11 Traffic Regulation Orders - Requests for New or Amended Restrictions Various Areas
Resolved:

That the Cabinet Committee be recommended that, subject to the exclusion of the proposed waiting restrictions in Woodgrange Drive, the proposed traffic regulation order be advertised and subject to there being no objections received following statutory advertisement, the Corporate Director Enterprise, Tourism and the Environment be authorised to arrange for the Order to be sealed and the restrictions implemented.
12 Town Centre - Revision of Existing Parking Provision
Resolved:

That the Cabinet Committee be recommended that the proposed traffic regulation order be advertised and subject to there being no objections received following statutory advertisement, the Corporate Director Enterprise, Tourism and the Environment be authorised to arrange for the Order to be sealed and the restrictions implemented.
13 Southchurch Boulevard Proposed Zebra Crossing at New Entrance to Futures College
Resolved:

That the Cabinet Committee be recommended that no further action be taken in respect of the proposal.
14 Road Safety Improvements in High Street, Leigh-on-Sea, Proposed Additional Traffic Calming (funded by Olympus Keymed)
Resolved:

That the Cabinet Committee be recommended that the Corporate Director Enterprise, Tourism and the Environment be authorised to advertise the necessary notices for the installation of a road hump in High Street, Old Leigh, at the location illustrated in the Appendix to the report.

(In accordance with Council Procedure Rule 40.2 Councillor Walker requested that his vote against the resolution be recorded.)

4The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders in relation to the Hospital Parking Area Management Scheme and, after having considered all of the representations that had been received in writing and at the meeting, sought approval to recommend to the Cabinet Committee to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action.

A number of those residents who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.
5The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement in respect of the traffic regulation orders for the implementation of one way streets and flat top road humps around Westleigh Infant and Junior School and, after having considered all of the representations that had been received in writing and at the meeting, sought approval to recommend to the Cabinet Committee to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action.

A number of those residnets who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the introduction of a zebra pedestrian crossing at "Coombes Corner" in Eastwood Old Road, west of Elmsleigh Drive and, after having considered all of the representations that had been received in writing and at the meeting, sought approval to recommend to the Cabinet Committee to proceed with the implementation of the crossing as advertised or to take no further action.

A number of those residents who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the introduction of zebra pedestrian crossings in Hadleigh Road, located approximately 11 metres south-east of the south-east kerb-line of Vernon Road, and in Hornby Avenue, approximately 34 metres east of the east kerb line of Hornby Avenue and, after having considered all of the representations that had been received in writing and at the meeting, sought approval to recommend to the Cabinet Committee to proceed with the implementation of the crossings as advertised or to take no further action.

Some of those residents who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for a traffic regulation order to introduce waiting restrictions at various locations within the Borough and, after having considered all of the representations that had been received in writing and at the meeting, sought approval to recommend to the Cabinet Committee to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action.

Some of those residents who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.

Some of those residents who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.

Some of those residents who had submitted valid written objections to the proposals attended the meeting and expressed their concerns in person to the Working Party.
11The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to publish the relevant statutory notices required for a traffic regulation order for the introduction of various waiting restrictions in various areas of the Borough and, subject there being no objections received following statutory advertisement, to arrange for the Order to be sealed and the proposals implemented.
12The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to publish the relevant statutory notices required for a traffic regulation order for revisions to various existing parking arrangements in the town centre area and, subject there being no objections received following statutory advertisement, to arrange for the Order to be sealed and the proposals implemented.
13The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to publish the relevant statutory notices required for the installation of a staggered "zebra" crossing on Southchurch Boulevard, 12 metres east of its junction with Wick Chase in accordance with Section 23 of the Road Traffic Regulation Act 1984.
14The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director Enterprise, Tourism and the Environment be authorised to publish the relevant statutory notices required for the installation of an additional road hump (similar to those already in place) in High Street, Old Leigh, near the easterly boundary of the Peter Boat Public House.
