2 Declarations of interest.
The following interests were declared at the meeting:

(a) Councillor Gilbert - Agenda item 5 (Alternate Month Parking Restrictions - Objections to Proposed Amendments) - Friend lives in Pleasant Road (Personal).
3 Minutes of the Meeting held on Thursday, 17th February, 2011
Resolved:

That the Minutes of the meeting held on Thursday, 17th February 2011 be received and confirmed as a correct record.
4 Proposed New Parking Charging Areas
Resolved:

That consideration of this item be deferred until Thursday, 28th July 2011.
5 Alternate Month Parking Restrictions - Objections to Proposed Amendments
Resolved:

That no further action be taken in respect of the advertised traffic regulation order and that alternative solutions be considered at the following locations:

Osborne Road
Glen Road
Glendale Gardens
Plas Newydd
Shaftsbury Avenue
Stanfield Road.
6 Enforcement of 20mph Speed Restriction on City Beach
Resolved:

That the Cabinet Committee be recommended that the proposed traffic regulation orders required for the following restrictions be advertised:

• Hartington Road One-Way southbound from its junction with Lucy Road to its junction with Marine Parade.
• Pleasant Road One-Way southbound from its junction with Hartington Place to its junction with Marine Parade.
• 20mph Speed Limit for Marine Parade and Western Esplanade from the junction of Marine Parade and Southchurch Avenue to a point on Western Esplanade 230 meters west of its junction with Pier hill.

and, subject to there being no objections received following statutory notice, to arrange for the Order to be sealed and the proposals implemented.
7 Members' Requests List
Resolved:

That the list of Members' Requests and officers' comments on those requests be noted and that a list of proposed schemes be submitted to the next meeting for prioritisation.

5The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory advertisement for the amendment of the existing traffic regulation orders for alternate month waiting restrictions in various roads within the Borough and, after having considered all of the representations received, including those made at the meeting, to make an appropriate recommendation to the Cabinet Committee.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the statutory notice required for the necessary traffic regulation orders that are required to support the installation of a proposed average speed camera system to enforce the 20mph speed limit for City Beach and to introduce one way traffic flows in Hartington Road and Pleasant Road be advertised and, subject there being no objections received following statutory advertisement, to arrange for the Orders to be sealed and the proposals implemented.
7The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the new requests that had been received, together with an update on the progress of the existing requests.

As a result of the information provided by officers at the meeting, the requests made by Councillor Terry (no. 22) and Councillor Wexham (no.3) were withdrawn.
