The following interests were declared at the meeting:

(a) Councillor Garston - Agenda Item No. 4 (Proposed New Parking Charging Areas) - Resides in charging area and one of his employees lives in Eastern Esplanade - Personal;

(b) Councillor Gilbert - Agenda Item No. 5 (Work Priority for Parking, Traffic Management and Road Safety Team) - Works in Town Centre, resides in Milton Area PMS area and a friend lives in Pleasant Road PMS area - Personal;

(c) Councillor Kaye - Agenda Item No. 5 (Work Priority for Parking, Traffic Management and Road Safety Team) - Friend lives in Colchester Road - Personal.
3 Traffic Regulation Orders - Requests for amendments to existing and addition of new Restrictions on Chalkwell Avenue
Resolved:

That the Cabinet Committee be recommended that the waiting restrictions at the locations detailed in Appendix 1 be advertised and, subject to there being no objections received following statutory notice, to arrange for the Order to be sealed and the proposals implemented.

Not eligible for call-in as the matter has already been subject to the call-in procedure via the Cabinet Committee.

4 Proposed New Parking Charging Areas
Resolved:

That the Cabinet Committee be recommended:

1. That the Corporate Director Enterprise, Tourism and the Environment be authorised to implement the proposed changes to the parking arrangements in Eastern Esplanade and Thorpe Esplanade with amendments, and that any objections received to the advertised amendments be reported back to the Traffic & Parking Working Party and Cabinet Committee for consideration prior to implementation.

2. That, in accordance with paragraph 5.4 of the report of the Corporate Director Enterprise, Tourism and the Environment, the changes to the hours for car park charges from 1800 hours to 2100 hours not be progressed this year.

3. That detailed proposals for the streets around the Eastern Esplanade and Thorpe Esplanade area be prepared, to address the impact of the proposed new charges, as part of the report of the Corporate Director Enterprise, Tourism and the Environment entitled Work Priority for Parking, Traffic Management and Road Safety Team, the details of the proposals to be subject to consultation with residents and business prior to statutory advertisement.

5 Work Priority for Parking, Traffic Management and Road Safety Team

Resolved:

1. That the report be noted and that the Cabinet Committee be recommended that the following schemes as detailed in Appendix 1 of the report, in addition to any proposed scheme to mitigate the impact of the proposed new charges in Eastern Esplanade and Thorpe Esplanade, be identified as the priority projects:

• Pleasant Road PMS
• Burnaby Road PMS
• Milton Area PMS
• Leigh Station Area
• Victoria Station Area
• Southend East Station Area, Westcliff Station/Seafront Area, Leigh Station Area
• Roads west of Thames Drive

2. That the Cabinet Committee be recommended that the requests for investigations for waiting and loading restriction be assessed against the following criterion:-

(a) Such restrictions may only be considered along roads with road classification including and above local distributor routes, as defined in Appendix 2 of the report (as taken from the Local Transport Plan);

(b) There is demonstrable evidence through accident analysis that there have been at least 3 personal injury accidents during the last three years resulting from adverse and/or indiscriminate parking in the vicinity.

(c) Waiting and loading restrictions may not be introduced in isolated residential streets unless there are pedestrian and traffic safety issues demonstrated through the accident statistics (as in (b) above).

(d) Where high traffic volume and flow is affected by parked vehicles.

3The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the statutory consultation be undertaken to enable the variation or amendment of the traffic regulation orders and to introduce new restrictions in Chalkwell Avenue Road be advertised and, subject there being no objections received following statutory advertisement, to arrange for the Orders to be sealed and the proposals implemented.

In response to the concerns expressed by Councillor Brown, the Corporate Director undertook to inform Ward Councillors and Members of the Working Party of the proposals prior to the statutory notice procedure.
4The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the introduction of parking charges along sections of Eastern Esplanade and the proposed extension of the charging hours for parking from 1800 hours to 2100 hours and following consideration of all the representations that had been received in writing and at the meeting, sought appropriate recommendation to the Cabinet Committee.

A number of residents who had submitted valid written representations to the advertised Orders were in attendance at the meeting and made their views known to the Working Party.

Following receipt of the representations, the meeting was adjourned for approximately 15 minutes to enable officer to collate all of the points raised and respond appropriately.
5The Working Party considered the report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval of the priorities for the projects set out in Appendix 1 to this report and to make appropriate recommendation to the Cabinet Committee.
