The Chairman informed the Committee that Councillor D Norman had been awarded an MBE in recognition of services to adult education and Carol Compton had been awarded an MBE for services to children and families. The Committee extended its congratulations to both Councillor Norman and Carol Compton for their well deserved awards.

Objections to Traffic Regulation Orders - Various Areas
Resolved: That the traffic regulation order(s) be confirmed as advertised, subject to the following amendments: (i) The amendment of 12 existing residents' bays in Coleman Street to business bays be deleted and not implemented. (ii) The amendment of 7 existing residents' bays in Coleman Street to limited waiting parking bays for customer parking be deleted and not implemented. Reason for Decision All proposals were advertised with an aim to improve highway safety and to reduce congestion, which were the concerns and considerations leading to the proposals. Other Options Do nothing - road safety could be compromised and parking problems could be experienced. Resolved: 1. That recommendations of officers in relation to the requests Ref Nos. 13/37, 13/39, 13/41, 13/42 and 13/43 as set out in Appendix 1 of the report of the Corporate Director for Place be approved. 2. That Member's Request Ref No. 13/38 be retained on the list to enable consultation on a parking management scheme to be undertaken on a wider area. 3. That consideration of Member's Request Ref No. 13/40 be deferred until the next financial year. 4. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals above and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented. 5. That the update on the outstanding requests (Ref No. 16, 18, 20, 21, 13/17, 13/12, 20 and 21 be noted. Reason for Decision: To provide a rationalised and consistent management and decision making process for all formal requests for highways and traffic management improvements by Ward Councillors via the Traffic and Parking Working Party & Cabinet Committee. This enables the Cabinet Committee to making informed decisions within the overall context of priorities and workload. Petition Regarding Amending Traffic Flow Hadleigh Road (southern section) Leigh-on-Sea
Resolved: 1. That the petition be noted and residents be thanked for taking time to compile the petition. 2. That no further action be taken in respect of the introduction of the one-way traffic flow at this time but that residents be requested to identify the problems being experienced in this section of road and that Officers, in consultation with Ward Councillors, explore possible options and any appropriate measures to address their concerns. Reason for Decision To reflect the outcome of the investigations and ensuring best use of limited resources on justifiable projects that lead to better return on investment. Other Options Other options that may be considered are to agree to the petitioners' request. However as this report sets out, the benefits resulting from this proposal are minimal due to very limited traffic flows. There is no justification or rationale on road safety or traffic flow grounds for any change. The limited resources are prioritised on projects that reduce accidents or improve traffic flow on the highway network. Requests for New or Amended Waiting Restrictions
Resolved: 1. That recommendations of officers in respect of the requests as set out in Appendix 1 to the report of the Corporate Director for Place be approved. 2. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented. 3. That any unresolved objections in response to the advertised proposals be referred to the Traffic & Parking Working Party for consideration and appropriate recommendation to the Cabinet Committee. Reason for Decision: To mitigate for the likelihood of traffic flows being impeded, to improve safety and/or increase parking availability. Other Options Members could consider taking no further action if they believe it is appropriate. Each request must be considered on individual merit and their impact on public safety, traffic flows or parking. Work Priority - Managing Members Requests and Public Requests for Waiting Restrictions
Resolved: That the Traffic & Parking Working Party and Cabinet Committee review and consider requests on a twice yearly basis during April and October of each financial year. Reasons for Decision To assist the team in programming works, reducing associated advertising costs and delivering projects according to an agreed priority. Other Options Maintain the current process whereby Members and other requests are referred to each Committee. This will result in no change to the current situation. Resolved: That no further action be taken in respect of this matter. Reasons for Decision This is essentially a private neighbour dispute over land which is not public highway. Other Options To attempt to prove that the land in question is public highway and then to pursue waiting restrictions or highway enforcement action, notwithstanding the clear advice of counsel that all these courses of action have little chance of success.
