619 Objection to Traffic Regulation Orders - Proposed Loading Restrictions in the Broadway, Leigh-on-Sea
Resolved:

That the Traffic Regulation Order be confirmed as advertised and the loading restrictions be implemented.

Reason for Decision
To improve highway safety and to reduce congestion, which were the concerns leading to the proposals.

Other Options
Take no further action - this is not considered appropriate as the problems being experienced would not be resolved.

Resolved:

That scheme be implemented as advertised, subject to the following:

(i) The effect scheme be monitored and, if necessary following a review after 6 months, the properties in Short Street be removed from the scheme and be reassessed.

(ii) The number and location of the business bays be monitored and amended, where necessary or appropriate.

(iii) That consideration be given to the marking of individual bays where appropriate.

Reason for Decision
To reduce parking pressure for residents, improve accessibility and safety.

Other Options
Take no further action - This is not an option in view of the level of support for this scheme.

Resolved:

That the scheme be implemented in part so as to include the roads which have received the majority of support from residents, the, boundary of which area to be determined by the Corporate Director Enterprise, Tourism and the Environment or the Head of Planning & Transport in consultation with the Ward Councillors.

Reason for Decision
To reduce parking pressure for residents, improve accessibility and safety.

Other Options
Take no further action - This is not an option in view of the level of support for this scheme.
Implement the scheme in full - Not considered appropriate as a result of residents objections.

623 Petition Regarding the Changing of Parking Restrictions in Midhurst Avenue, Southend-on-Sea
Resolved:

1. That it be noted that Midhurst Avenue has already been identified to be part of the post-implementation review of the Hospital Parking Management Scheme. This will be part of a comprehensive report that will be presented to the Traffic and Parking Working Party and the Cabinet Committee in 2012. Ward Councillors and the petitioners will be engaged in discussions and consulted on proposals.

2. That no further action be taken in respect of the petition at this stage.

Reason for Decision
To enable a proportionate response to be made to the issues raised.

Other Options
It not considered appropriate to react to this petition independent of the post-implementation review and the petition request would not be a co-ordinated approach, nor would it offer value for money.

624 Petition Regarding the Changing of Madeira Avenue, Leigh-on-Sea into a One-Way Street
Resolved:

1. That it be noted that officers have assessed this request against the current policy for traffic and parking investigations and consider that the request does not meet the Council's policy for intervention.

2. That, in light of resolution 1 above, no further action be taken, other than to write to the CO-OP, and other businesses in this area, seeking their support and requesting them and their customers to be more considerate towards the needs of other road users and taking greater responsibility when parking, loading and unloading.

Reason for Decision
To enable a proportionate response to be made to the issues raised. The adherence to Council policy allows for a consistent approach to be taken, enabling the best use of resources.

Other Options
It would be possible to introduce a one-way restriction, but this would have adverse impacts on neighbouring roads and would cause traffic displacement and a potential loss of residential amenity.

625 Petition Regarding the Provision of a Zebra Crossing near 1065 London Road, Leigh-on-Sea
Resolved:

That no further action be taken at this time, but that officers continue to monitor the road safety situation along this section of the London Road.

Reason for Decision
To provide a zebra or signal controlled crossing in the location requested would cost in the region of approx. £30k - £60k. Based on the accident trends and provision of the existing pedestrian crossing facilities in the vicinity and the road layout constraints at this location, it is not considered a viable and cost effective option and would not represent the best use of resources. It is also believed that the significant loss of parking bays resulting from the proposed change is unlikely to be supported by other businesses in the vicinity.

Other Options
Implement a crossing in this location - This would require a scheme to be prepared and changes to the Traffic Regulation Orders advertised and any objections considered, which is considered likely. The implementation of such a scheme could not be included within the current capital programme for 2011/12 without another similar scheme dropping out.

626 Footway Parking Prohibitions
Resolved:

That the proposed criteria for prohibiting footway parking as set out in Appendix 1 to the report be approved.

627 Trial Period for Delegated Authority to Advertise New and Amended Traffic Regulation Orders
Resolved:

1. That the Council's Head of Planning & Transport be authorised to advertise new and amended Traffic Regulation Orders, subject to the criteria specified in section 4 of the report, for the period until 1st January 2013.

2. That the Members of the Traffic & Parking Working Party, together with the Councillors representing the Ward(s) affected be notified of the proposed Traffic Regulation Orders prior to their being advertised.

3. That the performance of the trial be reviewed by the Traffic & Parking Working Party and Cabinet Committee at the last meeting in 2012 and set out recommendations at this stage for further action.

Reason for Decision
The process is proposed to reduce the delay that residents experience and to reduce the cost of advertisements, etc. by combining work without losing local control by Councillors.

Other Options
Do nothing. This would allow the current comparatively cumbersome and not particularly cost effective process to continue, reducing the ability of the authority to react to petitions and requests for changes in a timely manner.

Resolved:

That the progress of the work programme be noted and that a further update be provided once there has been further consideration of priorities for the Planning and Transport Service.

Reason for Decision
Members' input is vital to ensure our limited resources focus on targeted areas based on need and for greater impact, delivering value for money. The agreed programme will give officers a clear direction and work programme to focus on.

Other Options
Do Nothing - This is not considered appropriate. It is important that limited resources are spent based on need and used to tackle areas of high priority ensuring the delivery of projects in a consistent manner based on an agreed priority.

619The Cabinet Committee received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation to the advertised Traffic Regulation Order to implement loading restrictions in Broadway, Leigh-on-Sea and, having considered the views of the Traffic & Parking Working Party following consideration of the representations that had been received, sought approval to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action.

In response to the concerns expressed by the Traffic & Parking Working Party, the Head of Planning and Transport explained that this restriction was required to prevent delays to traffic during peak hours and to improve safety at this location and that wider scheme for the Broadway, Leigh-on-Sea was being developed in accordance with the programme of works as detailed in the report regarding the work priorities of the Parking, Traffic Management and Road Safety Team.

623Pursuant to Minute 386 of Council held on 20 October 2011 and Minute 452 of Cabinet held on 1 November 2011, the Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the response and recommended course of action in response to a petition comprising 47 signatures from local residents, that had been presented to the Council requesting the changing of parking restrictions in Midhurst Avenue, Southend-on-Sea, following the introduction of the Parking Management Scheme around Southend Hospital. Having considered the views of the Traffic & Parking Working Party, it was:-
624Pursuant to Minute 384 of Council held on 20 October 2011 and Minute 451 of Cabinet held on 1 November 2011, the Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the response and recommended course of action in response to a petition comprising 38 signatures from local residents, that had been presented to the Council requesting Madeira Avenue to be made a one-way street. Having considered the views of the Traffic & Parking Working Party, it was:-
625Pursuant to Minute 383 of Council held on 20 October 2011, the Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment concerning the petition from Mr Arya Najdaghi, Managing Director of Derix Healthcare Pharmacy, which contained 1613 valid entries requesting the installation of a pedestrian crossing on London Road near to the Leigh Primary Care Centre. Having considered the views of the Traffic & Parking Working Party, it was:-
626The Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' views on the proposed criteria for prohibiting parking on the footway at suitable locations throughout the Borough.
627The Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to grant delegated authority to the Corporate Director to advertise new and amended Traffic Regulation Orders (TROs), without the delay caused by taking such minor business through the Traffic and Parking working Party and Cabinet Committee, for the period until 1st January 2013, subject to the caveats and rationale outlined in section 4 of the report.
628The Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the progress on parking and traffic projects and which sought Members' views on interim priorities of the projects as set out in Appendix 1 to the report, pending the review of the overall policy.
