Resolved:

That the minutes of the meeting held on 5th January 2012 be confirmed and signed as a correct record.
818 Southend Hospital Parking Management Scheme - Post Implementation Review
Resolved:

1. That amendments to the scheme to incorporate requisite amendments in accordance with statutory requirements be advertised.

2. That in the event of there being no unresolved objections to the proposals, the amendments be implemented.

3. That it be noted that any unresolved objections would be reported back to the Traffic and Parking Working Party for consideration.

4. That the grounds to extend parking controls in order to control/deter displaced parking identified by the Traffic and Parking Working Party, be noted.
819 Petition Requesting a Parking Management Scheme in Chalkwell
Resolved:

1. That it be noted that a Parking Management Scheme for this limited area in Chalkwell would not deliver what the residents were seeking.

2. That, in consultation with Ward Councillors and residents, the officers prepare a series of options to reduce the impact of commuter parking, in the roads listed in Appendix 2 of the submitted report for consideration by the Traffic and Parking Working Party and Cabinet Committee.
820 Requests for New or Amended Waiting Restrictions, Including Those Affecting Taxi Ranks
Resolved:

1. That the advertisement of the requisite Traffic Regulation Orders to implement the proposals contained in the submitted report be authorised.

2. That, in the event of there being no objections to the proposals, the Traffic Regulation Order be confirmed.

3. That it be noted that any objections would be referred to the Traffic and Parking Working Party for consideration.

818The Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment that informed Members of the results from an extensive review of the operation of the Southend Hospital Parking Management Scheme including the use of parking bays, the impact of displaced parking in the areas surrounding the scheme boundaries and consideration of suggested amendments from residents. A supplementary report was tabled at the meeting in response to petitions relating to the Hospital Parking Management Scheme Post-Implementation Review.

Having considered the views of the Traffic and Parking Working Party, it was:-
819Pursuant to Minute 578 of Council held on 15th December 2011, the Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment concerning the petition from Councillor Robertson on behalf of local residents requesting a Parking Management Scheme in Cliff Road, Beach Avenue, Upland, Hillside Crescent and Woodfield Road in Chalwell.

Having considered the views of the Traffic and Parking Working Party, it was:-
820The Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment which requested authorisation to the advertisement of the amendments and new waiting restrictions, including those affecting Taxi Ranks, in accordance with the statutory processes.
