The following interests were declared at the meeting:

(a) Councillor Collins - Agenda Item No. 7 (Chalkwell Area Parking Management Options) - Non-pecuniary interests but withdrew from the meeting when the item was discussed on the grounds that he parks in the area.

(b) Councillor Collins - Agenda Item No. 9 (List of Members' Request - Update and Actions) in so far as it related to Benvenue Avenue - Non-pecuniary - Governor at Heycroft School.
239 Minutes of the Meeting held on Thursday, 14th June, 2012
Resolved:

That the Minutes of the meeting held on Thursday, 14th June 2012 were received, confirmed as a correct and signed.
240 Objections to Traffic Regulation Order - Restriction of Waiting, Junction Marlborough Road Northumberland Crescent
Resolved:

1. That the order be confirmed with amendments so as to minimise loss of parking whilst ensuring junction protection and improved sight lines at this location.

2. That in conjunction with Resolution 1 above, Officer be requested to design proposals so as to mitigate the loss of parking at this location as a result of the junction protection scheme and that the Chairman, following consultation with the Ward Councillors, be authorised to approve the proposals for statutory advertisement.

Other Options
Do nothing - safety could be compromised.
Confirm Order as advertised - could result in a significant number of parking space being lost.

Reasons for Decision
To reduce safety concerns regarding inappropriate parking on either side of the public car par entrance in Southchurch Park, and provide junction protection at the junction of Marlborough Road with Northumberland Crescent. These measures will 1) improve the pedestrian environment by improving road crossing at the Marlborough Road junction, and 2) improve road safety generally by improving driver's sightlines.

241 Objections to Traffic Regulation Order - Amendments to Waiting Restrictions, High Street, Southend-on-Sea
Resolved:

1. That recommendations of the Traffic & Parking Working Party be noted but not adopted.

2. That the order be confirmed with amendments to address the timing of the restrictions/stand.

3. That the addition of the stand be referred to the Licensing Committee for consideration.

Other Options
Do nothing - The issue of public transport facilities for the late night economy was identified as part of the Purple Flag assessment.

To improve taxi facilities.

242 Objections to Traffic Regulation Order - Limited Waiting Restrictions, St Laurence Park
Resolved:

1. That order be confirmed as advertised.

2. That the waiting restrictions in the loading bay along St Laurance Way be advertised and subject to there being no objections received following statutory advertisement, the restrictions be implemented.

Other Options
Do nothing - would not address the problems being experienced.

Reason for Decision
To improve parking availability for park users.

243 Chalkwell Area Parking Management Options
The Cabinet Committee was informed that, further to Minute 819 of its meeting on 8th March 2012, the Chairman had agreed to afford members of the public attending the meeting for this item to meet with the Members of the Traffic & Parking Working after the meeting to enable their views to help inform the development of options to reduce the problems of commuter in the streets around Chalkwell Station for inclusion in a report for consideration by the Working Party and Cabinet Committee at a future meeting.
244 Petition Regarding Loading Bay, Queens Road
Resolved:

That the petition be noted and the request be added to the work programme list for the Parking, Traffic Management and Road Safety Team for future investigation and reporting back to the Cabinet Committee and Traffic & Parking Working Party in accordance with the priority listing.

Reason for decision:
To enable an investigation and appropriate proposals to be developed.

Other Options
Take no further action at this time. To investigate and propose resolutions to the issues raised will require staff time, however Members have the opportunity to prioritise all requests and can apply an appropriate priority when considering the full works list.

Resolved:

1. That the following schemes be added to the work programme for the traffic management and road safety team for prioritisation and consideration at the next meeting:

Ref No. 8, 023, 024, 025, 27 and 28.

2. That the recommendations of officers in relation to the remaining requests as detailed in Appendix 1 of the report be adopted.

Agree all requests - not feasible
Do nothing - some requests are necessary for highway safety or traffic management improvements.

240The Cabinet Committee received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation order which included the introduction of "no waiting at any time" double yellow line restrictions at the junction of Northumberland Crescent and Marlborough Road, Southend-on-Sea and, after having considered the recommendations of the Traffic & Parking Working Party following consideration of all the representations that had been received in writing and at the meeting, sought approval to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action. Having considered the views of the Traffic & Parking Working Party, it was:-
241The Cabinet Committee received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation order to introduce minor amendments to the existing waiting and loading restrictions in the High Street, Southend-on-Sea to enable the provision of an additional rank. After having considered the recommendations of the Traffic & Parking Working Party following consideration of all the representations that had been received in writing and at the meeting, sought approval to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action.

It was noted that the Traffic & Parking Working Party had recommended that the proposal should not be progressed on the basis of the objections received and therefore the Order should not be confirmed. The Cabinet Committee however, felt that the concerns expressed could be resolved by amending the order.
242The Cabinet Committee received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation order to restrict parking in the St Laurence Park car park and, after having considered the recommendations of the Traffic & Parking Working Party following consideration of all the representations that had been received in writing and at the meeting, sought approval to confirm the Order as advertised, to confirm the Order with amendments so as to reduce the effect of the Order or to take no further action. Having considered the views of the Traffic & Parking Working Party it was:-
244The Cabinet Committee received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the receipt of a petition from 20 businesses in Queens Road, Southend-on-Sea requesting changes to the parking provision. The report also sought Members' approval to add the request to the work programme list for the Parking, Traffic Management and Road Safety Team for future investigation and reporting back to the Cabinet Committee and Traffic & Parking Working Party in accordance with the priority listing.
245The Cabinet Committee received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of the requests received from Members of the Council together with officers' recommendations relating to those requests. Having considered the views of the Traffic & Parking Working Party it was:-
246The Cabinet Committee considered a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval of the priorities for the projects detailed in Appendix 1 to the report.
