246 Minutes of the Meeting held on Thursday, 30th May, 2013
Resolved:

That the Minutes of the meeting held on Thursday, 30th May, 2013 be received, confirmed as a correct record and signed.
247 Objection to Traffic Regulation Orders - Various Areas
Resolved:

1. That, subject to the following amendments, the traffic regulation order(s) be confirmed as advertised:

(i) Highlands Boulevard: reduce the extent of the proposed waiting restriction to 10 metres at each junction along Highlands Boulevard and reduce the extent of the proposed waiting restriction to 5 metres along the side roads at the junctions with Highlands Boulevard;

(ii) Western Road: reduce the extent of the proposed waiting restriction to 10 metres at each junction along Western Road and reduce the extent of the proposed waiting restriction to 5 metres along each of the side roads at their junctions with Western Road;

(iii) Marine Parade & Marine Close: scheme be re-advertised as an Experimental Scheme;

(iv) St Georges Park Avenue: a 20 mph zone without speed humps be implemented in St Georges Park Avenue on a trial basis.

2. That the Corporate Director for Place be authorised to advertise the necessary traffic regulation order to provide pay and display parking for up to three quarters of the length of the existing parking bays in Belton Way West and subject to there being no objections following statutory advertisement to proceed with implementation.

3. That the Corporate Director for Place be authorised to advertise the necessary traffic regulation order and notices to provide a 20 mph speed limit in Westbourne Grove and the installation of speed cushions at appropriate locations and subject to there being no objections following statutory advertisement to proceed with implementation.

Reason for Decision:

All proposals were advertised with an aim to improve highway safety and to reduce congestion, which were the concerns and considerations leading to the proposals.

Other Options
Do nothing - road safety could be compromised.

Resolved:

That no further action be taken in respect of the matter.

Reason for Decision:
Amendment to the parking restrictions could create parking displacement in other roads in the area.

249 Petition Regarding Parking Provision - Holland Road
Resolved:

That Officers, in consultation with the Ward Councillors, identify appropriate proposals to mitigate the parking problems in and around the area of Holland Road.

Reason for Decision:
To ensure the parking issues are dealt with in an appropriate are in a strategic manner rather than on an individual street which could result in parking displacement.

Other Options
Do nothing - Parking problems would continue.

250 Requests for New or Amended Waiting Restrictions
Resolved:

1. That, subject to the following amendments, the Corporate Director for Place be authorised to arrange the advertisement of proposed traffic regulation orders for new and amendments to existing waiting restrictions at the locations detailed in Appendix 1 of the report and subject to there being no objections received following statutory advertisement to arrange for the orders to be confirmed:

(i) Glenbervie Avenue - prior to statutory publication of proposals informal consultation to be undertaken with residents. The proposals only to be advertised following satisfactory response.

(ii) Richmond Avenue - the unprotected junctions off of Church Road, Caulfield Road and St Andrews Road be proposed for junction protection.

(iii) High Street, Shoeburyness - that no further action be taken in respect of this proposal.

2. That, in respect of proposal at Silverdale Avenue at its junction with Fairfax Drive, the proposals be confirmed and implemented as advertised.

Reason for Decision:
To mitigate for the likelihood of traffic flows being impeded, to improve safety and/or increase parking availability.

Other Options
Members could consider taking no further action if they believe it is appropriate. Each request must be considered on individual merit and their impact on public safety, traffic flows or parking.

Eligible for call-in to the Place Scrutiny Committee with the exception of resolution 2 above which is ineligible for call-in on the grounds that it has already been the subject of the call-in process.

251 Members Requests List
Resolved:

1. That recommendations of officers in relation to the requests Ref Nos. 13/2, 13/3, 13/4, 13/5, 13/6, 13/7, 13/8, 13/10, 13/11 and 16 as set out in Appendix 1 of the report of the Corporate Director for Place be approved.

2. That in relation to request Ref No. 18, the geographical area for the proposed 1-2 hour restrictions excluding residents with permits be extended for consultation.

3. That in relation to request Ref No. 13/1, a 5 metre junction protection be advertised at this location and that its effect be kept under review.

4. That in relation to request Ref No. 13/9, no further action be undertaken on this matter.

5. That in relation to request Ref No. 26, the request be retained on the list until the experimental 20 mph scheme without speed cushions in Westborough has been analysed.

6. That the Corporate Director for Place be authorised to advertise any necessary traffic regulation orders as appropriate in relation to the agreed proposals above and, subject to there being no objections received following statutory advertisement, to arrange for the orders to be sealed and the proposals implemented.

Reason for Decision
To provide a rationalised management and decision making process for all formal requests for highways and traffic management improvements by Ward Councillors via the Traffic and Parking Working Party & Cabinet Committee. This enables the Cabinet Committee to making informed decisions within the overall context of priorities and workload.

Agree all requests - not feasible
Do nothing - some requests are necessary for highway safety or traffic management improvements.

247The Cabinet Committee received a report of the Corporate Director for Place that appraised Members of the representations that had been received in response to the statutory consultation for the traffic regulation orders for proposed waiting restrictions at various sites within the Borough and, after having considered the recommendations of the Traffic & Parking Working Party following consideration of all the representations that had been received in writing and at the meeting, sought approval on the way forward at each location.
248Further to Minute 27 of its last meeting, the Cabinet Committee received a report of the Corporate Director for Place concerning a proposal to further review existing waiting restrictions in the Chalkwell area. Having considered the views of the Traffic & Parking Working Party it was:
249The Cabinet Committee received a report of the Corporate Director for Place that appraised Members of the receipt of a petition comprising signatures from 42 residences in Holland Road calling for a residents parking scheme to be introduced in the road. Having considered the views of the Traffic and Parking Working Party, it was:
250The Cabinet Committee received a report of the Corporate Director for Place that sought Members' approval to authorise the advertisement of the amendments and/or new waiting restrictions at the locations indicated in Appendix 1 to the report, in accordance with the statutory processes and, subject to there being no objections received following statutory advertisement, to arrange for the relevant orders to be sealed and implement the proposals. The report also sought Members' approval of the proposal to reduce the length of waiting restrictions in Silverdale Avenue at its junction with Fairfax Drive, which had been referred back for reconsideration by the Economic & Environmental Scrutiny Committee at its meeting on 11th April 2013 (resolution 2 of Minute 955 refers).

The Cabinet Committee was informed that any actions arising from the requests would be added to the workload plan for the parking, traffic management and road safety team for prioritisation at the next meeting.

Having considered the views of the Traffic & Parking Working Party it was:
