(a) Councillor Garston declared a personal interest in Agenda item 4 (Petition - Stromness Road and Stromness Place) on the grounds that a friend of his lives in the road.

(b) Councillor Norman declared a personal interest in Agenda Item no. 7 (Members' Request List) on the grounds of his involvement with the New Road Methodist Church.

4 Presentation - Get A Grip
Resolved:

That the presentation be noted.
5 Petition - Stromness Road and Stromness Place
Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the necessary order for the revocation of the waiting restrictions at Stromness Road at its junction with Stromness Place and, should there be no objections received following statutory advertisement, to arrange for the order to be confirmed and sealed.
6 Traffic Regulation Orders - Requests for New or Amended Restrictions Various Areas

Resolved:

That the Cabinet Committee be recommended to authorise the Corporate Director Enterprise, Tourism and the Environment to advertise the necessary notice for the proposed traffic order for the implementation of various waiting restrictions in different areas of the Borough, as detailed in Appendix 1 of the report.

That the petition be noted, but that no action be taken at this time and the petition organiser be advised of the future possibilities.

3With reference to Minute 9 (Traffic Calming Scheme, Earls Hall Avenue, Westcliff-on-Sea: Proposed Installation of 20mph Zone with Speed Cushions and Raised Junction Entry Treatments) and Minute 10 (Traffic Calming Scheme, Midhurst Avenue & Henley Crescent, Westcliff-on-Sea: Proposed Installation of 20mph Zone with Flat Top Tables and Raised Junction Entry Treatments) the Working Party was informed that both schemes would be reconsidered after the effects of the Cuckoo Corner Improvement Scheme had been evaluated and, if necessary, the scheme(s) would be implemented.
4The Working Party received a presentation from Paddy Tyson BSc MA, Campaigns Co-ordinator of the Motorcycle Action Group (UK) on the "Get a Grip" campaign. The Campaign raised awareness of road safety issues and sought to work with relevant organisations and agencies to create a safer environment for motorcyclists. Examples of the manhole covers and materials were shown at the meeting.

The Working Party took the opportunity to ask a number of questions about the campaign and the materials, which were duly answered by Mr Tyson.

On behalf of the Working Party, the Chairman thanked Mr Tyson for his interesting and informative presentation.
5The Working Party considered a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval of a petitioned request for the revocation of waiting of a 24 hour waiting restriction opposite in Stromness Road at its junction with Stromness Place. The report also sought approval to authorise the Corporate Director Enterprise, Tourism and the Environment to publish the relevant statutory notices required for a traffic regulation order for the introduction of the waiting restrictions and, subject there being no objections received following statutory advertisement, to arrange for the Order to be sealed and the proposals implemented.
6The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that sought Members' approval to recommend to the Cabinet Committee that the Corporate Director be authorised to advertise a traffic order for the implementation of various waiting restrictions in different areas of the Borough, as detailed in Appendix 1 of the report.
7The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of a petition that had been received via Councillor Wexham from residents in and around Rectory Grove, requesting that permits allowing residents to park be provided.
8The Working Party received a report of the Corporate Director Enterprise, Tourism and the Environment that appraised Members of officers recommendations in response to the requests received from Members, as detailed in Appendix 1 to the report.
