Communications Additional documents: Minutes: (a) Mayor’s Introduction
Prior to consideration of the matters set out on the agenda, the Mayor outlined his expectations of the standard of conduct and behaviour to be shown at the meeting.
(b) Minute’s Silence
The Council remained silent for one minute as a mark of respect to Mr Derek Keyon, former Councillor, who sadly passed away recently.
(c) High Sheriff of Essex – Annual Awards
The Mayor informed Council that at the High Sheriff of Essex annual awards ceremony held on Wednesday 8th March 2023, the St Vincent Centre won the coveted High Sheriff’s Shield for their outstanding contribution to community safety in Essex.
The Mayor also informed the Council that the South Essex Advocacy Service (based in West Road) were also awarded the Essex County Council Bowl for their support to victims of financial abuse, including those who are elderly.
The Mayor, on behalf of the Council, extended his congratulations to the recipients of these prestigious awards. |

That the Opposition Business proposals set out below be referred to the Cabinet:
1. The proposed introduction of parking charges at Belfairs Park, Chalkwell Park, Priory Park and Southchurch Park in the 2024/25 financial year are abolished.
2. The proposed introduction of parking charges at Big Gunners Park, Little Gunners Park and Jones Memorial Ground planned for the 2023/24 financial year are abolished.
3. It becomes Council Policy not to introduce car parking charges at any of the city’s parks. |
