The Committee considered a joint report of the Executive Director (Finance and Resources) and Executive Director (Environment and Place), by way of pre-Cabinet scrutiny, that presented an update on the procurement of the new waste collection contract and clarity about the oversight role of Cabinet and the next steps to enable officers to proceed with the final stage of the procurement.

 

The Committee asked a number of questions and sought clarification on various aspects of the procurement which were responded to by officers, The Leader of the Council and the Executive Councillor for the Environment. 

 

On consideration of the report and following a short adjournment the Committee proposed a range of additions and changes to the service specifications (paragraph 6.4 and appendix 1 of the report) which would be presented to Cabinet for consideration.  The Leader of the Council also undertook to arrange an all Councillor ‘drop-in’ session prior to the Special Cabinet meeting on 4th April 2024.

 

During consideration of this matter a motion was proposed and seconded to allow the confidential part 2 matters set out in Appendices 2 and 3 to the report to be discussed in public session.  This motion was not carried.

 

Resolved:

 

That the report to Cabinet be noted.

To agree that, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting for the item of business set out below on the grounds that it involves the likely disclosure of exempt information as defined in Part 1 of Schedule 12A to the Act, and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
