The proposed development, by reason of its excessive bulk, design, massing and forward projection would result in an incongruous and discordant feature at this location within the streetscene to the detriment of the character and appearance of area. 01  The development hereby permitted shall be begun not later than 3 years beginning with the date of this permission.

 

Reason: Required to be imposed pursuant to Section 91 of the Town and Country Planning Act 1990.
