The following interests were declared at the meeting:

 

(i) Councillor K Evans – Agenda Item No. 3 (Thorpe 20mph Neighbourhood) – Chair of Leigh Town Council, which was mentioned in the debate;

 

(ii) Councillor Hyde – Agenda Item No. 3 (Thorpe 20mph Neighbourhood) – Runs a youth group in the Burges Estate;

 

(iii) Councillor Moyies – Agenda Item No. 3 (Thorpe 20mph Neighbourhood) – has many friends living in the Burges Estate;

 

(iv) Councillor Mulroney – Agenda Item No. 3 (Thorpe 20mph Neighbourhood) – Lives within the Leigh Area 20mph area which was mentioned in the debate:

Pursuant to Minute No. 664 of the meeting of Place Scrutiny Committee held on 7th February 2022, the Working Party received a report of the Executive Director (Neighbourhoods and Environment) that presented the results of the public consultation in respect of 20mph scheme proposals in Thorpe Ward.

 

The Working Party discussed the matter in detail and asked a number of questions, which the Council’s Executive Director (Neighbourhoods and Environment) and Head of Civil Engineering responded to.

 

The Working Party concluded that there was no clear majority or definitive reasons why the scheme should be progressed.  The Cabinet Member for Highways, Transport and Parking gave his assurance that a review of speeding traffic in the city would be undertaken and the funding would be reallocated on the basis of the new data.

 

The Working Party took the opportunity to thank the Burges Estate Residents’ Association and the Thorpe Bay Residents’ Association for their involvement with the consultation.

 

Resolved:-

 

That the Cabinet Committee be recommended that neither Option A or B as set out in the public consultation be taken forward for construction at this time.
