Reason for urgency:
To enable funds to be realigned from the HRA Capital Reserves and used to to supplement the proposed grant funding in order to bring forward the housing required to provide permanent and supported accommodation for rough sleepers. Grant provided under the schemes must be used by 31st March 2021.
